REPORT OF PUBLIC PARTICIPATION FROM THE MEETING HELD ON 25 MARCH 2014 IN THE COMMITTEE ROOM OF THE QUEEN ELIZABETH HALL
PRESENT: Cllrs. Cole (Chair), M. Smith, G. Paterson, and R. Barrett.

ALSO PRESENT: County Cllr. Timewell, Handyman, and 4 Members of the Public.

|PCSO REYNOLDS:PCSO Emily Reynolds: her report stated that no crimes were reported.
Her next Street Surgery is on Saturday 12 April 18.00 outside Queen Elizabeth Hall.
|PUBLIC PARTICIPATION:November Fireworks: Three members of the Public presented a very thorough report. Their Public Liability is £5m. A copy of the certificate will be submitted with the contract to hire the field. For which a fee of £250.00 has been requested.
No cars will access the field at any one time; car parking will be in the field belonging to Church View House. Cones will prevent cars parking in the street.
The Hall will probably be utilised as well. A suggestion was made that people in wheelchairs will be assured a good view.
In September further details will be made available.
The Handyman voiced his concerns about the kicking wall. A workgroup will stabilise it with wedges. The zip-wire will be tightened, while the skier is making a noise, will also be investigated all before June before the yearly inspection takes place.
|COUNTY / DISTRICT COUNCILLOR:County Cllr. Timewell: – The Full Council has appointed a new Managing Director, Wendy Thompson, Canadian.
– Mobile Library Services has been cut back, but private funding is being sought.
– Children Services is recovering well with Director Sheila Lock at the helm, she will stay another 12 months,
– Runway Airbase Coltishall: the plans to excavate the extensions of the runway, to be used for aggregate, have been put on hold for environmental reasons. Mr. Timewell believes it should be preserved; it still could have a commercial use.
– He also said that some Household Waste Sites will have to charge £2.00 per visit from 2015. Concerns were voiced about the likely increase of fly tipping due to these charges.
Cllr. Smith wondered if opening hours of the site should be displayed at the bottom of the road rather than at the site only, thus avoiding people leaving their waste between the site and the A149.
County Cllr. Timewell suggested the Council writes a letter, voicing its concerns and ideas.

MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON WEDNESDAY 25 MARCH 2014 AT THE QUEEN ELIZABETH HALL WORSTEAD.
|TO CONSIDER ACCEPTANCE OF THE APOLOGIES: The given apologies were accepted.TO CONSIDER AND RESOLVE WHETHER TO APPROVE THE MINUTES OF THE MONTHLY MEETING HELD ON 25 FEBRUARY 2014: All agreed the minutes were a true reflection of last month’s meeting.
Resolution: The minutes were accepted as a true record and duly signed by Chairman Cole.

TO CONSIDER AND RESOLVER WHETHER TO MAKE DONATION TO NORFOLK CAB AND POSSIBLY ANOTHER CHARITY, IF YES, SET THE AMOUNT:
In previous years £150.00 was donated to Norfolk CAB. 95 Queries were made by residents in the Worstead Ward.
Resolution: to make a donation of £150.00 to Cab and defer possible donation to another charity in April.

Chairman Cole reported that District Cllr. Williams had made presentation for this application, but it had been decided to make changes and bring the building forward.
Leisure and Recreation: (Cllrs. Rance and Barrett).
A workgroup will be established to improve the kicking wall, install the bicycle rack and notice board and probably saw poppy seeds in the triangle in front of the Hall to commemorate WW1.
A new member should join Cllr. Barrett after Cllr. Rance’s resignation.

PROGRESS RE. TEMPORARY FLASHING SPEED SIGNS: The confirmation letter from Norfolk County Council has not arrived yet.

Announced resignation of Chairman of Management Committee of Queen Elizabeth Hall: Now candidates have been found to take over as Chairman and Treasurer the current Chairman felt it was time to hand over the reins.
Solar panels have been installed on the south roof and the ceiling in the Hall may be lowered in due course.
|PROGRESS REPORTS / CONSIDERATION/RESOLUTION OF ISSUES RAISED FROM THE FOLLOWING:PUBLIC RIGHT OF WAY FOR RUIN ROAD:
It was agreed that the costs to have a PRoW or easement registered are too high in the current financial climate
Resolution: should the situation regarding this public access be altered the PC will retain the right to review this decision.
FIRE WORKS EVENT: RISK ASSESSMENT, COOPERATION WITH NNDC ETC.
See Public Participation. The Councillors present were pleased with the report. Tickets will also be sold via the Primary Schools (will gain financially) in the area.
Resolution: a charge of £250.00 will be made for the use of the Playing Field.
CHURCH IMPROVEMENTS , GRAVEYARD EXTENSION AND WW1 MEMORIAL SUGGESTION FROM LOCAL RESIDENT: This is Cllr. Henderson’s project, he was unable to attend the meeting. Clerk will find out if local resident has been contacted.
TO CONSIDER AND RESOLVE WHETHER TO REGISTER BUILDING OF COMMUNAL INTEREST AS COMMUNITY BUILDING: Chairman Cole and Cllr. Barrett will design a questionnaire for residents to recommend buildings to be considered as a Community Building. This will go out with May’s newsletter.
TO CONSIDER AND RESOLVE WHETHER TO UPDATE THE DRAFT STANDING ORDERS: This item was missed and has been deferred to April’s meeting.
COUNCILLORS TO COME FORWARD AS TRUSTEE FOR WORSTEAD VILLAGE AMENITIES TRUST:
Cllrs. Smith and Barrett agreed to become Trustees for the Trust, which normally meets before ½ hour or 15 minutes before the Parish Council meeting. Cllr. Barrett will become signatory for both the Barclays and NatWest Account.
|MATTERS FOR DISCUSSION: (for information only):A request was made by Worstead Wolves Youth Football Club to be allowed to utilise the Cricket Club hut at the bottom of the field.MFor discussion in April.
Old account books and Declaration of Office Book were handed over to the Clerk. Can they be scanned / copied and then handed over to the Norfolk Records Office, if the Council wishes to do that. To be considered as they would be archived in better conditions and their time to save these books in case of a fire is 4 hours.
