REPORT OF THE PUBLIC PARTICIPATION AT THE MEETING HELD ON TUESDAY 24 JUNE 2014 IN THE QUEEN ELIZABETH HALL

PRESENT: Cllrs. Cole (Chair), S. Harris, K. O’Hara, M. Smith, G. Paterson, R. Barrett, J. Bacon and S. Henderson

APOLOGIES: PCSO Reynolds (off duty), District Cllr. Williams.

ALSO PRESENT: 2 Members of the Public, County Cllr. Timewell. Clerk: Mrs. J. Gardner.

PCSO REYNOLDS:PCSO Reynolds was off duty, but had sent the crime report for 2 crimes committed   since 27 May: 2 Thefts and 1 report of causing intentional, harassment or distress.Street Surgery will be held on Wednesday 9 July 2014 at 18.00.
MEMBER OF THE PUBLIC:Mr. Chapman reported that some bolts on the seesaw may be loose, there is some movement. Cllr. Barrett and Mr. Chapman will investigate this and repair if possible.He, Mr. Chapman, has trimmed the vegetation on Ruin Road and will cut back the nettles near the playground and will carry out a general tidy up around the field and the car park.

He was thanked by all present for all the work he carries out.

COUNTY / DISTRICT COUNCILLOR:

County Cllr. Timewell: – He has carried out a site visit with the Highways Officer in Church Plain after a lorry hit and damaged one of the listed buildings. A trial run of “Lorry Watch” is being carried out in Norfolk where residents report, with photographic evidence, HGVs travelling through villages, into a system. The Licencing Authority may withdraw HGV licences if licensees persist in using shortcuts on unsuitable roads for HGVs.

He also mentioned installing a camera within the churchyard, which would take photographs. Chairman Cole has a camera, which takes pictures of vehicles over a certain height, which could be very useful. He will send the necessary information to County Cllr. Timewell.

Mr. Timewell also met with the Network Manager to discuss the speeding issues around Worstead School. Additional signage may be installed and road markings will be refreshed.

There is no further progress at the Airforce Base at Badersfield. The Badersfield Liaison Representatives will meet on 1 July 7.00pm. Enter via the gatehouse on the base.

MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY 24 JUNE 2014 AT THE QUEEN ELIZABETH HALL WORSTEAD.

TO CONSIDER ACCEPTANCE OF THE APOLOGIES:  All Councillors attended the meeting.TO CONSIDER AND RESOLVE WHETHER TO APPROVE THE MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL AND THE MONTHLY MEETING HELD ON 27 MAY 2014:Cllr. Barrett proposed to approve both sets of minutes, seconded by Cllr. Harris, all agreed

Resolution: The minutes were accepted as a true record and duly signed by Chairman Cole.

TO MAKE DECLARATION OF INTEREST IN ITEMS ON THE AGENDA, if any: None

TO CONSIDER AND RESOLVE WETHER TO CO-OPT MEMBER OF THE PUBLIC ON THEPARISH COUNCIL: Cllr. Bacon proposed to co-opt Adrian Bond onto the Parish Council, seconded by Cllr. Henderson.

Resolution: It was resolved to co-opt Mr. Bond onto the Parish Council. Mr. Bond signed the Acceptance of Office of Parish Councillor.

TO NOMINATE MEMBER TO SUBCOMMITTEES AND REPRESENTATIVES FOR THE QUEEN ELIZABETH HALL AND WORSTEAD C.o.E. SCHOOL:

PLANNING: Cllrs. Harris, Bacon, Barrett, Henderson and Paterson.

LEISURE & RECREATION: Cllrs. Bond, Cole and Barrett.

HIGHWAYS: Cllrs. Bacon and Bond.

QUEEN ELIZABETH HALL Representative: Cllrs. Harris and Smith.

WORSTEAD C.O.E. SCHOOL Representative: It was resolved to ask the Board of Governors to nominate a Representative, who then will be invited to attend Council meetings.

MATTERS ARISING from the minutes of the previous meeting: (for information only):Community Right to Bid: The invitation for residents to nominate buildings for Community use, if and when they become available, was included in the last newsletter. Sadly, only one response was received.Norfolk Records Office: There will be no charge for digitising the minutes books if done by a member of the Council itself. Clerk to start in the autumn.
FINANCES:TO CONSIDER APPROVAL OF STATEMENT OF ACCOUNT:Cllr. Henderson proposed to accept the Statement of Accounts, seconded by Cllr. Harris, all agreed. Cllr. Henderson asked whether the money in the R. Hazlett account could be put to good use. A brief discussion took placeResolution: Cllr. Barrett get quotes for purchasing play equipment for the older children in the village and then put the proposal to all parties involved: Worstead Festival Commit., Worstead Baptist Church, Worstead Parochial Church Council and Worstead Parish Council

TO CONSIDER AND RESOLVE WHETHER TO MAKE PAYMENT TO:

1: A. Collins: Fee Internal Audit                                                                             £ 38.50

2: Norfolk Playing Field Association: Renewal membership        £  20.00 / £ 25.00

3: Norfolk Rural Community Council: Renewal membership       £ 20.00 / £ 30.00

4: North Norfolk District Council: emptying dog bins: £468.00 + VAT £93.60 = £561.60

5: J. Gardner: Salary April / June                                                                        £689.19

Resolution: It was agreed to approve items 1, 4 and 5 for payment and renew both memberships at £20.00 each.

TO CONSIDER WHETHER TO MAKE A DONATION TO A LOCAL CHARITY AND IF AGREED, SET AMOUNT: Only two suggestions were made.

Resolution: It was agreed to defer this to the July meeting. Please have a look or local charities.

Ref.: PF/14/0572: Briggate Farm Barn, White Horse Lane, Briggate: Conversion of barn to residential dwelling. No dwellings will be overlooked.

Ref.: PF/14/0749: Brambles, Tucks Road, Bengate: Erection of garage/store. A hedge  obscures the building.

Resolution: To have no objections or comments on both applications.

From Norfolk County Council:

Ref.:C/1/2014/1009: Carl Bird Ltd, Boundary Pit, Sandhills Lane, Old Yarmouth Road:Retrospective Planning Application for the installation of use of road sweepings facilities with variation of Cond.14 of PP Ref.: C/1/2012/1019 to provide outside handling of road sweepings.

Resolution: this application was supported.

NOTICE DECISION FROM NORTH NORFOLK DISTRICT COUNCIL: CONSENT: Ref.: PF/14/0557: Bengate House, Tucks Road, Bengate: Erection of front porch.

Leisure and Recreation: (Cllrs. Bond, Cole and Barrett).

Cllr. Barrett will help Mr. Chapman to fasten loose bolts on the seesaw.

It is not known whether a play equipment inspection has been carried out, no report has been received yet.

 Highways: (Cllrs. O’Hara, Bacon and Henderson):

PROGRESS RE. TEMPORARY FLASHING SPEED SIGNS: The signs are ready to be used and will rotate around 8 locations in the village. Cllr. Henderson will undergo training in Dereham, after which he can instruct others after which a rota to check the equipment and renew batteries will be compiled .

Queen Elizabeth Hall: (Cllr. Harris and Smith): Cllr. Harris attended an informal meeting with the new Chairman, who she thinks will be very active, with strong ideas and lots of activities.

Mr. P. Carter, who retired at the last Annual General Meeting, received a Queen Elizabeth rose from the Management Committee and Worstead Parish Council will send a thank you letter.

PROGRESS REPORTS / CONSIDERATION/RESOLUTION OF ISSUES RAISED FROM THE FOLLOWING:GRAVEYARD EXTENSION AND WW1 MEMORIAL SUGGESTION FROM LOCAL RESIDENT: Cllr. Henderson thanked Cllr. Paterson for starting the work on the path alongside the graveyard. Two benches will go into the extended area once the area is cleared. A brief discussion took place whether to apply for a grant, administered by Norfolk Community Foundation.Resolution: an application will be made for a grant (£500.00).

TO CONSIDER AND RESOLVE WHETHER TO PERMIT WWYFC TO USE OLD CRICKET HUT:Chairman Cole did contact the Football Club to get some plans for the replacement of the cricket hut, but no information has been received.

HISTORY: Cllr. Barrett reported that the team, who was involved in the Heritage Walk, had met again and would like to develop a separate website with only Worstead’s history.

He also whether the Parish Council would give financial help to publish a book about the village’s rich history. It appears that the copyrights are with Worstead Parish Council and therefore the books may create some income.

MATTERS FOR DISCUSSION: (for information only):Cllr. Smith reported that a Planning Application was issued with her address on it. The Clerk will contact the Case Officer to amend the address on the application.Cllr. Paterson responded to concerns about inaccessibility of a footpath  bytelling all present that he had found equipment to cut back the plants and hopefully keep it as tidy as possible.

FIREWORKS:

Foodstalls, publicised on the pub’s website, will be within the boundary of the White Lady. Although the Risk Assessment is very thorough, no information is available about car parking and how to handle traffic.

Cllrs. Cole, Bacon and Bond will discuss this with the organisor of the event.
